		<description>The Ocotber 31 deadline is a strange one. The district budgets would have been based on June 30 budgets and the State had not passed a budget. The number will dramatically change for District&#039;s first interim that were reported in December. With the latest Governor&#039;s budget release, the second interim will be even worse. I would not be surprised to see over 35% of the districts being qualified with around 50 districts being negative.</description>
